I'm not good on hidden charges ($12 insurance), and feel it's an excuse for the owner to make more money from its customers. If there has been no break-ins (theft) for over a year plus there are video cameras, that should suffice. Transparency and honesty up front are essential in establishing a positive outcome from the beginning.
